Yes! Tubi is free to download, free to use, and doesn't offer any paid upgrades or put certain content behind paywalls.
There is a catch, of course, but it's just that there are ads. Tubi takes breaks at 12 to 15 minute intervals for ads, and these ads pay for the content — so it's kind of like regular TV, but where you get to choose what's on.

Some of their most noteworthy inclusions are movies like "The Pursuit of Happyness," "Dinner For Schmucks," "Major League," "Girl Interrupted," and "Kung Fu Panda." There are also TV shows, like "Hell's Kitchen," "Daredevil," "Dance Moms," "The Masked Singer," and "Forensic Files." They even have a separate section of content just for kids.
