For the purposes of this article, we will only be looking at container-related port charges – specifically storage charges in Singapore.
What are Port Storage Charges?
Port storage charges are levied by the port for containers that have not been moved out of the port within a specified free-time as it affects the available yard space and port productivity.
For PSA, storage charges are often also referred to as store rent.
What are the Free Storage Periods for PSA Ports in Singapore?
All ports offer a certain free period (ranging from 3-7 days) to allow shippers time to process import requirements and take delivery of the containers from the port.
For PSA ports in Singapore, the free storage period for containers are as below:

*Note:No Dangerous Goods (DG) are allowed stay in the port without prior approval from PSA. Free storage for DG requires pre-approval from PSA.
When does the Free Storage Period (FSP) commence?
For import containers, the free storage period commences from the time the discharge of the container from the vessel is completed and if the free storage period is exceeded, store rent shall be payable for the period commencing from the time of completion of the discharge of the container from the vessel to the time of delivery of the container.
For export containers, the free storage period commences from the time the container is received by PSA and if the free storage period is exceeded, store rent shall be payable for the period commencing from the time the container is received by PSA to the time the vessel, by which the container is to be exported, berths at a PSA wharf.
For transhipment containers, the free storage period commences from the time of completion of discharge to the time of berthing of the second vessel. If this period of time exceeds the FSP, store rent shall be charged at the rate and for the period exceeding FSP, from the time of completion of discharge of the first vessel to the time of berthing of the second vessel.
Calculating Store Rent
Example 1: Laden Import
The free storage period (FSP) for laden import containers is 72h (3 days).
Tip!Arrange for a haulier to collect your containers within the free storage period to avoid store rent charges.
Example 2: Laden Export (Within FSP)
The free storage period (FSP) for laden import containers is 72h (3 days).
In this example, the container is received by PSA within the FSP. This means that no store rent is payable.
Note: From 11 August 2021, PSA Flexibook (TT) Time Slots for laden and empty containers’ acceptance start and end time will be adjusted, to reduce dwell time and increase acceptance time for export containers before the ETB of vessels.
- Laden Export: 60h (from 72h previously)
- Empty Export: 48h (No change)
Tip!- Always check the estimated vessel arrival time and arrange for your haulier to truck in your container at least 4h before vessel ETA to avoid direct loading charges.
- Avoid trucking in your containers more than 72h before vessel ETA to avoid store rent charges.
Example 3: Laden Export (Exceed FSP)
The free storage period (FSP) for laden import containers is 72h (3 days).
In this example, the container is not received by PSA within the FSP; this means that store rent will be payable.

Other Charges
1. Lift-On Lift-Off (LOLO) Charges
Refers to the action where the container is lifted on and off a vessel with transtainer (TT).
(As of 1 July 2022)
For laden containers, the charges are as follows:
- 20ft: S$59per container
- 40ft: S$88.50 per container
For empty containers, the charges are as follows:
- 20ft: S$21.50 per container
- 40ft: S$32.25 per container
2. Refrigerated Container (Reefer) Charges
Below charges are only applicable for refrigerated containers (reefers).
Pre-trip inspection:
- 20ft: S$80
- >20ft: S$90
Connecting/Disconnecting services on board a vessel
- S$15
Supply of electricity, including connecting and disconnecting a reefer a yard
- 20ft: S$2.20 per hour or part thereof
- >20ft: S$3.30 per hour or part thereof
Note: First 72h will be billed to Container Operator. Subsequent hours will be billed to LOLO account.
3. Shut-out Container Charges
When an export/transhipment/re-export container is shut-out, it means that it is not able to be loaded onto the vessel on time. The container will have to leave the port or to a container freight station, and a fee will be payable as below:
- 20ft: S$150/container
- >20ft: S$225/container
4. Miscellaneous / Direct Loading Charges for Export FCL Containers
Where an FCL export container is delivered to the PSA after the period specified by the PSA but arrives before the arrival of the vessel by which the container is to be exported, the following charges shall be payable:
- 20ft: S$300
- >20ft: S$420
Where an FCL export container is accepted by PSA for direct loading onto a vessel or stowage on deck after the period specified by the PSA but arrives before the arrival of the vessel by which the container is to be exported, the following charges shall be payable:
- 20ft: S$500
- >20ft: S$700
